Not sure when/where this is supposed to take place, but both the US and the UK prohibited doctors from dissecting cadavers unless they were executed criminals. Naturally, students were in short supply of study material, and so employed degenerates who couldn't otherwise find work as 'resurrectionists.' Unfortunately most of the bodies snatched were poc.
