I think the point here is, in context, Katsumi is the spirit or Goddess of Chaos (right?), whether she likes it or not. In her presence and absence, the world changes. Near chaos, Ikarus was happy - in love, insanely and deliriously. Without her, without chaos, with too much order, the polarity of his life flipped, perhaps the exact opposite. Ikarus was depressed, insanely and deliriously, and broken-hearted beyond what magic could heal. Near Katsumi, he acted, he fought. Away from her, he gave in to helpless and futility.
Out of character, yes. But we aren't talking about character in this case, but balance (at least from what I understand of the series synopsis on the left side).
Gods are still being assigned to oversee the elements of the new world. What happens when the two chosen for the basics of good and evil don’t want to fulfill their roles?
