This character in Dem Agerralin, a brazen man known to be openly gay who doesn't enjoy many sympathies. The first time he saw Dannyl, he became interested in him and asked him directly for his sexual orientation (something very badly considered by magicians, it is a very big offense). Agerralin doesn't know about the relationship between Tayend and Dannyl, he believes (like Elyne's whole court) that Dannyl doesn't know his assistant's sexual preferences, so I guess what he's doing is testing Dannyl to find out how much he knows about Tayend (these are my assumptions).
To give you an idea of how much Dannyl "likes" him, he would have loved to do like Ambassador Errend and get out of there, but he is too polite.
